PMLL obtains mandates from the copyright owners of the music. Royalties are then distributed to those copyright owners on the basis of non-data and data which is collected by the Copyright Licensing Agency (CLA) who acts as agents for PMLL. We also monitor the market to ensure that our licences provide a benefit to copyright owners, and to see whether licences should be changed or new licences developed in order to benefit copyright owners.

Printed Music Licensing Limited (PMLL) is a wholly-owned subsidiary of the Music Publishers Association (MPA) set up to operate the Schools Printed Music Licence (SPML). The licence permits schools, under certain conditions, to copy and arrange sheet music. The full terms of the licence can be downloaded. The PMLL Board is responsible for the formulation and implementation of the distribution policy and is required to ensure that the policy is fair, transparent and cost-effective. It will regularly review the policy in response to:
• Any changes in the terms of the licence
• Any change in the availability of data that has the potential to impact upon a distribution
• Member dissatisfaction with current policy.
The purpose of this policy document is to outline how PMLL will distribute licensing revenue collected from the SPML.
The general principle governing distribution is that allocation of revenue to rights-holders should be made on the basis of a combination of non-data using a method approved by the Board and a sample of actual usage data collected from schools.
