Printed Music Licensing Ltd represents the rights of music publishers. On their behalf we license the photocopying of sheet music.


With over 135 music publisher members Printed Music Licensing Ltd (PMLL) provides licences, on behalf of its members, to copy and arrange (within strict terms and conditions) sheet music for use within education and for Amateur Choirs.

PMLL is part of the Music Publishers Association Group (MPA Group). British Music Publishers invest in musical copyrights by supporting songwriters, authors and composers and generates over a quarter of the UK music industry’s £2.6 billion in export revenue.

PMLL’s first collective licence was made available to schools in the UK from 1 April 2013.  The Schools Printed Music Licence (SPML) covers schools within the United Kingdom to copy and arrange sheet music as pert of education. In September 2019 PMLL launched a trial licence for Amateur Choirs.  PMLL also launched a trial licence for Music Services in April 2020 and for Higher Education in August 2020.

What We Do

It is PMLL’s job to obtain mandates to issue licences from the copyright owners of printed music and distribute royalties to those copyright owners. We also monitor the market to ensure that our licences provide a benefit to copyright owners, and to see whether licences should be changed or new licences developed in order to benefit copyright owners. How it works

Music publishers who wish to join PMLL are asked to sign a mandate form to authorise PMLL to licence the publishers’ repertoire in accordance with the SPML (and other licensing schemes). Under the Schools Printed Music Licence (SPML), schools can then copy and reuse this content. Publishers can specifically request repertoire to be excluded from the scheme. If you represent a school in the UK and your school makes copies of printed music then you need our licence.

  • England – State schools and academies are covered by a central agreement with the Department for Education. Independent Schools are licensed through the Independent Association of Preparatory Schools.
  • Scotland – State schools are covered by a central agreement with the Scottish Government. Independent schools are licensed through SCIS (Scottish Council for Independent Schools)
  • Wales – Schools are licensed through Local Authorities. You will need to check with your relevant authority to see if you are covered.
  • Northern Ireland – Schools are covered under a central agreement with The Education Authority. If you want to take out a licence, ensure that you are covered or check the terms of your licence please contact education.customers@cla.co.uk

Legal Issues and Anti-Piracy Group

The Legal Issues & Anti-Piracy Group is joint group between the MPA and PMLL. It meets ad hoc, as and when needed, to consider specific legal issues facing publisher members and the MPA’s anti-piracy strategy and activities.

The group provides an opportunity for publishers to collectively raise, discuss and assist in resolving legal issues as they are encountered and as such it is run as a practical, problem-solving group.
